Migrants wade across Rio Grande to reach US border

Migrants waded past floating barriers on the Rio Grande river and climbed through wire fences to cross the US-Mexico border on July 27. The US Justice Department is suing the state of Texas over using the buoys as barriers, in violation of federal law.

At Boquillas del Carmen in the Big Bend Natl Park in Texas, dozens of Mexicans vaqueros are wading across the river in either direction at any time, herding cattle and selling souvenirs. The river is so shallow there that even chihuahuas can wade across, and tourists can barely float down the river in their canoes. They do this under the very eyes of an American border patrol watchtower, having reached a tacit understanding that they would return to Mexico by the end of the day.

I imagine the border patrol would be more concerned if a third country national does that, but it seems easy to blend in with the Mexicans.
