How do you compensate for the voltage drop as the battery pack is drained. As the voltage in each cell goes from 4.2v down to near the cutoff voltage (let's say 2.8v), you need a automatic voltage regulator to stabilize the voltage at 12v or 24v for your car charger.

I think using step down converter for a 7s, 8s pack would work to power 19v laptop
but I'm worried about any voltage spikes, etc.

There seem to be a lot of people thinking this is a good idea...

These batteries need more protection from over charge and discharge. Just this means the batteries will probably be ether a one use item, or catch fire in a few cycles. And forget about letting them plugged overnight to charge.

Try doing this with a laptop that can't be charged via USB, which is almost all of them.
