Honestly Sanji being undervalued in the OP universe is a pretty good narrative tool, especially if Oda intends to pay off that "I'll be the biggest enemy of the world government in the future" that he tells Kuma in sabaody

It even fits the theme of that scene of him asking for Robin's help, where everyone else in the island hears his screams and assume he is just a weak coward, not worthy of being one of the best in Luffy's crew

Also, he has a very "undercover spy" vibe, so it's for the best that the rest of the world underestimates his strengths, after all, he's "just a cook"

Oda lets you know the strength level of a character by the opponent they fight, sanji was made to fight a 2nd commander and jinbei faced who's who, While Jinbei was completely overwhelming to who's who, post awakened sanji was the same to queen. Jinbei is strong, but sanji is much much stronger
