For most skimmer designs, it could easily be solved by the ATM maker itself. Just adding a bunch of light sensor all around the card slot would make it impossible for thieves to install their skimmers without blocking those sensors. If the sensors has light blocked for an extended period of time at a fix luminosity it would just lock the ATM and request maintenance, same thing could be done on a grocery keypad.

I love how all these ATMs have a camera that can get a picture of someone stealing the machine. Aka stealing from the bank. But somehow, they are not able to get a Pic of someone doing a full install on the machine.

I am wondering.. I am from small country named Slovakia. And we have here a cardless withdraw. U simply use a one time code generated in phone app amd type it in the ATM. It recognosed it and gives you money. Simple as that. I havent use card for years..

Good that you're exposing such scammers, have heard about these devices from news years ago, hope the authorities can bring more efficient ways to prevent this.
