Hard drive read/write head welded to platter

a high voltage discharge (static or stored in a cap) has welded my hard drives head to its platter.
It was plugged into the USB port on my laptop. then i plugged in the DC jack and the laptop shut off. the laptop restarted fine but the hard drive no longer spun up. I partially disassembled it and the SATA to USB circuitry worked with other drives, but this drive never spun up. so i took it apart.
