UN Security Council's new sanctions resolution's adoption timing in debate

Although the UN Security Council is apparently moving fast in adopting a new resolution against North Korea for its fifth atomic blast... it could still take a significant amount of time.
And according to our Kwon Soa, time is a luxury they don't have as the regime could conduct a sixth nuke test very soon.

The UN Security Council is "moving fast, or at least fast by normal Security Council standards",... is what Britain's ambassador to the UN Matthew Rycroft said on the progression of drafting a new, stronger sanctions resolution on North Korea,... for its fifth nuclear test,...conducted last month.
This is largely attributed to the advancement of bilateral talks between the U.S. and China -- both part of the five permanent members of the council -- on how to get tougher on Pyongyang.

Some say,... Russia is expected to become a factor in delaying the process in drafting a new resolution,... as it may want to exert more influence,... especially as Moscow's envoy to the UN is the security council's president for October.
Things may become clearer on the current movements at the council later this week,... when U.S. Ambassador to the UN Samantha Power makes a rare visit to Seoul.

"The ambassador is expected to exchange views with South Korea's Foreign Minister Yun Byung-se, and other high-ranking officials,... on the sanctions talks in New York,... and especially what's been discussed with China."

It took almost two months to adopt resolution 2270 which condemned and responded to Pongyang's fourth nuclear test in January.
If the adoption of a resolution targeting the fifth test takes longer,... North Korea could proceed with a sixth test,... as experts see the window for it to happen around the 68th anniversary of the founding of the regime's ruling party on October 10th,... or around the U.S. presidential election in November.
