The pips: they indicate rank. The black pips indicate "junior" ranks of the same name: 1 gold + 1 black = Lieutenant Junior Grade, whereas 2 gold pips indicate a "full" Lieutenant. 2 Gold + 1 Black = Lieutenant Commander (like Data) whereas 3 Gold pips = "full" Commander (like Riker)

It's sort of similar to the gold vs silver in US military officer ranks: gold oak leaves mean Lt Cmdr in the US navy, whereas silver oak leaves mean a "full" Commander....

I found the fact that Data couldn't be read by a psychic and the psychic liked that, refreshing. Usually it'd be "I can't read you so I can't trust you" in these kinds of shows. Instead, he sees the enjoyment of having a conversation without the benefit of knowing where it's going and one less voice in his head.

This episode captures a lot of why Star Trek is special. There are possibilities and answers in the stars, and we all seek something beyond our own imagination. The writing here is excellent. We get to see the regular crew through the eyes of an outsider, Tam, who challenges dogma and protocols in service of a shared mission. Patrick Stewart's acting here is the steel framework for that purpose, and Frakes does a great job of being the forgivably obstinate one.
