7:26. Some Jedi did use lightning. However, as far as of my knowledge, only 2 Jedi used lightning. (Note: This isn't considered canon but is performed and mentioned in Legends. Legends (A.K.A. The Expanded Universe) are stories that pass the canon storyline.

A Jedi sufficiently strong in the Force can be trained to produce a facsimile, but not true Sith lightning. Electric Judgment, also known as Emerald Lightning or Force Judgement, was a Force technique used to spray electric bolts of variable intensity from the hands and fingers.

The infamous Jedi Master, Plo Koon used a variation of Force lightning called Force Judgement. His lightning wasn't blue like Emperor Palpatine, but yellow.
The next Jedi to use Force Judgement was Grand Master Luke Skywalker. When he reached title of Grand Master, he achieved many new abilities. Like Force Judgement.

In fact, he was so powerful, that in Legends (non-canon) he was described as the most powerful Jedi ever to live. Reaching the power of The Chosen One's full potential. The Chosen One is Anakin Skywalker, the reason why Anakin couldn't reach his full potential, was due to his injuries sustained at The Battle Of Mustafar with Obi-Wan Kenobi, at the end of Episode 3, Revenge Of The Sith.

Anyways, Grand Master Luke Skywalker used Electric Judgment during the Swarm War. This Force power was first mentioned, indirectly, in Vision of the Future, where Yoda and a Dark Jedi were described as using the Force to summon fire and lightning against each other.

Luke's Lightning was an emerald shade. Hence, one of the variation's name, Emerald Judgement

If you wanted to make the force lightning make more sense, the jedi should have a weaker yellow force lightning called force judgment, and the sith should have normal blue, stronger lightning
