It doesn't kick down power. The microwave inverter is either on or off. 50% power means it turns on ~50% of the time. What you hear are other fans and motors.

I’m pretty happy with this microwave except the fan noise is louder than I expected from reviews I read. The fan noise seems pretty average not really quieter compared to other OTR microwaves I’ve seen.
