How do you do this with stop & start codons?

This video was very helpful, thank you! I do have one question. How would you include a specific frequency vector for each base in this code? For example, bases "ATCG" have a frequency of {0.2, 0.4, 0.1, 0.3}? Would you use an "if, else" statement?
