Hot take: he doesn’t give extra wishes to regulars because he likes them, he does it because he knows if they need to make more wishes they’d just re-summon him, and if they’re regulars they obviously could find the dragon balls again reliably, so he just gets multiple wishes done with at once so he doesn’t keep getting bothered.
