Gov. Gavin Newsom speaks out after California Legislature approves new law aimed at oil refiners

The California Legislature has approved a measure that Gov. Gavin Newsom says is meant to prevent a spike in gas prices but that opponents argue could instead lead to higher prices at the pump.
