what's really striking to me is that there was no system in place to defend the city of rome from armed militias springing up and fighting one another. I understand that it was a very important rule that roman legions weren't allowed in the city except during a triumph, and not even in italy without the Senate's approval. but man, they would've helped stabilise the situation. I guess they didn't have official city guards for the same reason that armies weren't permitted either. anyone in charge of the city guard could make themself a dictator just like that. and what with the insane amount of corruption the guard might even get weaponized in other political disputes. a sort of police force would be established later by Augustus as a result of these experiences.
