While this method offers a repair method, it falls short from a permanent solution. Reasons being, stainless steel in a low oxygen setting (buried in masonry or concrete is such) will fail quicker than left to the air. Also, 304 stainless is not as good a grade as 316. Fiberglass rebar will provide a more permanent solution.
