Does rice actually fix water damaged circuit boards??

So I had a circuit board out of an old printer lying around and went hey, don't need that lets dump it in a tub of water see how gross it goes. Water damaged board pop up all the time in the repair world so what can clean them up again, lets see!

The thing with the rice was originally for getting moisture out of a phone or whatever as fast as possible. This was the days where if you dropped the phone in the sink you could pop of the back and remove the battery so no power was running through it. The point was to remove the moisture BEFORE you got corrosion. Put it in a cup of rice, and place it on the radiator.
