It's not sad ending, it's the most perfect ending in the series, ever since his first appearance in the story he said to the dying solider "your soul will give me strength, i promise you i will end the titans" he carried the dream of the scouting legion, the sacrifices of a hundred years, the promise of an "ideal world" humanity's freedom, he carried all that on his shoulders alone and fought till it became reality, selfless, he Levi, is symbol altruism, the real hero, the writer did say Levi is the most emotional character in AOT, he cared the most about their sacrifices and the purpose they fought for, so for him to be alive and witness this peaceful world he fought for is just so poetic and beautiful

This anime is on another level of creativity. Levi's character if you notice is centered around a very strong young man but he lost many of his friends.
His power is something special to him, he alone takes down the strongest titans, but when it comes to other people he often loses them, because the source of his power is something inside him for himself and the Ackerman race.
If you notice in the OVA episode, he told his friends to leave him alone against the titans, he knew that he did not have the ability to guarantee their lives but he had the ability himself to take down the strongest enemies. His friends refused to leave him alone and he did not like that, then later they died and he was left in internal pain as if he knew this fate 💔.
