Does the Resurrected edition come with a hero editor?

I wouldn't mind playing the campaign again, but hunting for runes and all the other stuff to make good equipment is a major time waster and I have no motivation to do that again after 20 years. There are tons of other fun games I could be using my time on if there is no hero editor/cheat mode to reduce time wasting.

Some decent drops for P1 100 baals runs.
Usually u get like 2/5 of drops of this in 100 runes.

I'm guessing with 130+ DEX you dont get full block? Why not use Spirit Akaran? It gives FHR and FCR too.
