Before all this.
Construct the whole beat.
Balance the volumes.
Do subtractive EQ on all your tracks (unless the sound/s is perfect).
Gain Stage the volumes lost from subtractive EQ.
Then export all the tracks into a new session/project and you are ready to begin the mixing process.

I just used Audacity's declipper plugin last night and was very satisfied with the result. The source was a piano recorded direct out from an amp and only clipped on sharp attacks for a moment. Worked great. To say that there is no solution to digital clipping whatsoever is a little misleading.
