The best approach would be letting the horse know there's no need to be defensive. I like what you say, and the care changes are helpful. But the last thing this horse needs is to be handled by discomfort. This will quickly turn into aggression. His body language is defensive, and you're only giving him a reason to be defensive when you act aggressively towards it

My 4-1/2 year old walking horse just started to rear under saddle, once we start to ride out, , lot of it he's line bred, I know ground work he refuses to longe, knows how to but won't, also a dominant gelding,

He’s an unschooled stud, that should have been taught this cursory lesson as a weakling or yearling. Good recovery, but stallions should never be owned by people who have no clue how to train or handle them. That’s the best sage advise that can given.

A lot of this gets started because people pull on their horse. They pull on their horse because the horse isn't started in the halter properly.

You don’t do that it will just make him more upset and if he was abused then it will make it worse try to be easy with him go slow when you do that with the flag just go slow with the flag don’t go that fast going fast but only scare him more
