Like should I prune sideway branches that kinda just wraps the bush

My beautiful Hibiscus tree (Bertha) has a couple of branches that are drooping. I’m so worried can u please help me figure out why

The former homeowner planted a hibiscus at the base of a southern live oak (Tampa) and it is massive nearly 20 ft fall. It is leggy and the city cuts it back because it borders a sidewalk. Should I move it or just let it be? It is probably been there for 15 years. I think they planted it to try to hide the roots of the live oak. Would love your thoughts.
