There are several reasons why they didn’t use the lifeboats with full capacity on Titanic.
Some of them might be:
● The ship’s crew was not well trained or prepared for an emergency situation.
●The ship’s passengers were reluctant to leave the ship, especially in the early stages of the sinking. They did not believe that the ship was in danger and they did not want to board the cold and dark lifeboats.
● The ship’s officers were hesitant to fill the lifeboats to capacity because they feared that they would buckle under the weight or that they would be swamped by waves or people trying to jump into them.
● The ship’s captain did not order a general evacuation until it was too late. He hoped that another ship would come to their rescue and he did not want to cause panic among the passengers.
