To fix the issue of Taskbar Not Hiding in Fullscreen Mode in Windows 10, right click on taskbar. Then open Task Manager. In the Task Manager window, restart the process named ‘Windows Explorer’ as shown in this video.

Simple but it fixed my issue, appreciate it! Note to commenters, this may not fix your issue everytime as it's sometimes a different cause. So don't give up and keep looking. Last resort I imagine will be restarting/shutting down your device and turning it on again. Obviously some of don't wanna do that but it may be the last way. Have a great day all
