Im glad you always talk about the practical challenges and drawbacks to these idealistic utopian city designs. Its scary the amount of times you've talked about these designs including technology that is still in development or not yet created. That water town in particular doesn't account for one very expensive aspect, salt water. It destroys everything. Not to mention all of the other extreme challenges.

If you want to know what 'living' on the water would be like watch Waterworld. The biggest problem with living on water is you dont control your environment.

For such a city to work it would have to be based on self-reliance not like your typical urban centers based on collectivism..
The fact that I'm able to create an excess for myself, allows me to help my neighbor if needed..
