They should both take an autosomal DNA test like AncestryDNA, or 23andMe. Those tests will show that they could be cousins, and even Aunt/Niece. They both share the same man in their lives, and it is possible that though they are not sisters---BUT they could still be related quite closely. The father is resisting being tested for a reason, but the autosomal DNA test could show this. Hopefully they will meet a genealogist who can assist them.
