No, the equilibrium dosen't mean only the stationary, it means a constant velocity too (:

In this case, the equation is going to be :
Fnet= mg+f- f2
and the mass here is not mintioned ^_^

but why don't you consider the G and the force that you need apply to move it in order not to fall?

If friction is 10.8N shouldnt the force F2 be any magnitude more than 10.8N? because if it were the same the brush would be stationary.. right?
