You can see how Loki was so dismayed to see that Hulk was fighting Thor in that scene. Not because he didn't want Bruce to get hurt, but because Thor really did have a serious chance of getting owned. (and obviously that one time Hulk made a ragdoll out of Loki did not hold a happy place in his mind.)

Thor didn't need his hammer. Whether Thor realized it or not, he was becoming the true god of thunder. Hulk gave Thor everything he had, and Thor was unphased. Thor held back because he did not want to damage Banner; otherwise, it wouldn't have been much of a contest. Thor could have whooped Hulk's ass, and I think this settles any despite about who is the mightiest Avenger.
