Why does an excellent (ad strength) creative in my google ads have lower conversions than a good creative? Even though ad strength may be referred as ad coverage, it’s still confusing

Seems like it’s nearly impossible to spend profitably. Gotta spend 15k a month and start the goal at 30-40% return? How does anyone even consider doing this without VC money to burn?
