I find waking up the phone with the power button or screen tap helps as well. I've got a Samsung S10+. Haven't needed to turn off and on Bluetooth so far.

Never had to turn bluetooth on and off, just pulling out the phone would suffice, only needed to do this less than 10 times in about 1000 attempts
