It is not the welfare state per se that heightens criminality(it sure doesn´t help reducing criminality also), is the kind of people that receive this benefits that have the problem. Poor people have always tenden to have more anti-social behaviour as a whole, thats part of the problem why poor people(some of them, not all) can´t get stable long term employment and careers, you need to be a realiable person and with good maners as a first prerequisite to get a good job.
