Multiple Rotary Encoders in one circuit, controlling 4 LEDs

In this circuit, similar to my last video, the rotary encoder controls when the LED is lit and when it is not due to the direction in which the encoder is rotating. However, in this circuit there are 2 rotary encoders controlling 4 LEDs. This was created to explore putting multiple components in one circuit.
