The actual situation is many ppl couldn’t get to an office to fill out applications as their vehicles were destroyed and or they couldn’t go online without internet and had no ID or documents to upload to Fema’s website as many documents etc may have also been destroyed in the hurricane. ppl don’t walk around with their ID’s, leases etc in their pockets during a hurricane, they’re too busy trying to stay alive.
