He was black because of a coloring error that they didn’t have the budget to fix. The race conscious writers changed him to be white because they felt it was wrong for the most subservient character in the show to be black.

I just read a thing on screen rant that he was supposed to be the same color as everyone else. But they accidentally colored him wrong and didn't have the money to redo it.

I like to think this was one of Smithers’s clones, because he was yellow in the pilot episode. Mr burns had him made in case the real one dies a in an accident at the plant
