Interesting and ambitious goal. 80 million people in Tamil Nadu and you are trying to distribute free fortified rice to the population. This is more than political science and public health. This deal with significant economic impact and financial sustainability. It will create social impacts (unfair practice) to other surrounding region. I don't think this endeavor is politically and economically sustainable for the long run. Who is footing the bill? The idea is noble nevertheless.
