At the time, the filmmakers did not yet know that Eddie's death and Venom's resurrection of him would have some deeper meaning in the future. And as for the plot itself, it seems to me that Riot simply did not take into account that Venom would risk creating a codex to save the host. Riot was unlikely to be the type to be concerned about the fate of his host. If Drake for some reason had been killed before the action in rocket then Symbiont would have quickly looked for a new host, he would not have wasted time resurrecting the scientist.

I know this might seem crazy but this is a valid theory if u pay atention to the first venom movie when riot and his host was talking he told his host that he would lead millions of his kind to earth and this might support this theory to kill xenophages thats why i think this is a valid theory and in let there be carnage i think the part of venom (carnage) knew that eddie and venom had a codex thats why he said one of us must die i dont think he just wanted to kill eddie and venom because remember parts of symbiotes can split memories which could make this true
