I think the healthcare issue stemmed from whether or not the surgeries should be covered under insurance or should it be government funded. If a woman wants breast implants it's considered cosmetic surgery and wasn't covered under insurance so conservatives argued that it should be treated the same if a guy wanted breast implants. Conservatives weren't stating trans people shouldn't have rights to healthcare.
