So, this is an early prototype version of the NSMBWII start up animation. While nintendo was making the game, they asked Charles Martinet to do a couple of Mario voice lines of his own choice. One of these voice lines was "nobody asked for your opinion". Nintendo liked it so much that they decided to use it as a start up screen while they were making the game. Unfortunately, they removed it in the final version so that it could make more sense.
