I like the idea that the Emperor didn’t know about them because it adds to the horror of the Nids
The Milky Way has a long history in 40k. From the old ones, to the necrons, the rule of the eldar, the great crusades and etc. People who’ve been around for a long time may think they know everything but the Nids are truly alien. They are Extragalactic, how would you know about them? Thousands to millions to billions of years of knowledge for something truly alien to come into the galaxy.

So I'm pretty sure that passage is referring to how slowly the entirety of the hivemind was reacting to the stimuli of the Pharos. Not their actual travel speed.
Tyranids travel faster than light. They use distant gravity wells to travel in something like bent time/space corridor or tube.
And compared to warp travel, also glacial in a way. But definitely not sub-light speeds.

If the Emperor knew about the Tyranids he’d have definitely let Malcador & the Primarchs know. That would’ve the next phase of the Great Crusade and that might’ve been enough of an existential threat to prevent Horus from worrying about being abandoned, which would’ve made him less susceptible to Erebus’s machinations.

I like the idea that the Emperor sincerely thought humanity would have left the Milky Way by 40k, or would have reclaimed its tech base such that an alien swarm of bugs wouldn't have been a huge issue.

The fact that neither is true making him very sad.

There's actually the Ouroboris wars during the great crusade where a titan fought with "winged creatures", "monsters that spewed lesser ones". The machanicus even analyzed one of the veteran titans of that battle and it matched with current day Tyranid acid markings. So, he MAY not have known them beforehand. But fought them and perhaps thought they were simply the fauna of that sector of space and left it at that.

The Emperor did fight Tyranids during the Great Crusade at the Battle of Ouroboros. When the Machanicus inspected slumbering titans that had been known to have fought at Ouroboros, they found damage very similar to the bio-weapons the Tyranids used. Then there's the fact that Genestealers are known to have been encountered as early as 1000 years after the Horus Heresy. Small hive fleets of the Great Devourer were already established in the galaxy and it was only a matter of time before the bulk arrived here.

I think that was a large part of the Emperor's motivation for his Webway Project. Basically move the majority of mankind into the Webway, slam the doors shut and bar them, then wait for the Tyranids to move on, thinking they had eaten everything in the galaxy.

It would make sense for the Emperor to know about the coming threat of the Nids. It would explain why the Emperor was in such a rush to complete The Great Crusade and the Webway Project. He probably saw it coming and said something among the lines of “Oh Shit Bugs!” we need to hurry up and get The Webway Project going, fortify the galaxy, beat chaos and await the bug swarm.

I mean, the Rangdan was inside the galaxy. That seemed as terrifying as the Tyranids to the Imperium.

Pre-Heresy Imperium would give tyranids a much harder fight though.

In my head canon, Roboute Guilliman casted his eyes on Hive Fleet Leviathan upon arriving to Baal and was like "Um Marneus? What...in the absolute...FUCK!!...are those?!"

While we might never know what *exactly* the Emperor was thinking I think its safe to assume that he wasn't planning on either the Tyranids or even the Necrons.

The main reason why I think this is because of *The End and the Death P1* where we hear about what was planned for the Primarchs. How after the "necessary wars" were done those sons of his who could be rehabilitated would enjoy peace.

Pretty obvious that these "necessary wars" would be against any remaining Xeno's empires, destroying the Navigator houses since humanity would have their webway, destroyed most if not all the Space Marine Legions after they were no longer needed (I mean seriously just look at the Thunder Warriors and all the little hints we got throughout the Heresy- including the Terminus Decree) and possibly even the Mechanicum who theorized the Imperium might be preparing to fight them in the future after witnessing the Leviathan Drednoughts that were developed on Terra which would apparently be a perfect counter against the various Battle Automata.

This theoretical Imperium would face no enemies (Be it Alien's, Chaos or Mutants) whilst also demilitarizing itself.

But such a thing would become easy pickings for the Tyranids- a force so powerful The Silent King is awakening Tomb Worlds to combat against because they might consume all Biomass in the Galaxy.

So its pretty easy to imagine The Emperor didn't see them coming during the 30th Millennium.

My personal take is that he saw a black spot in his abilities and realized something was coming. But also realized he had 11000 years to counteract the problem. Imperium of Man with the emperor vs without are two entirely different beasts. Tryanids might not have even been considered a true threat, until his fall at least.
