Yes but you somewhat disallow those champions to take different build paths. They are forced to build the broken item because without it they are weak.

It's very simple, sometimes some champs have to settle with the tools they have even if they are not a perfect fit and riot balances them accordingly, so when riot make an item that has a strong synergy with those characters it's normal they have to be retuned.
Like imagine they make a strong mvm speed ap item to make immobile mages better at running away, it's normal they'll have to nerf Singed, it's the time he never known he needed, do you see what I mean?
