However in Part 3, things turned to hell when both Lucy and Coryo lost trust in each other, starting with Snow Accidently admitting he killed 3 people, including Sejanus, which Lucy figured out after he lied about it.
After that, from what I read and watched, he went through his own heartbreak and turned into the man we know today.

So, I don't think they loved each other. They were just at that sweet stage in a relationship where you are obsessing over your crush.

Snow loved himself more, and that love was never going to be overshadowed by romance.

I think they both loved each other but there were more important things for them, like, they didn't let each other love fool or blind them. Unfortunately for Snow tho. He loved power and control more than he loved Lucy. That's a fact. The moment he found his gun he showed distrust in her. That boy destroyed himself by his secrets and hunger for power, that's why he started doubting the one person he could trust the most. I just feel like Lucy Gray was extremaly trustworthy + trust itself meant the most to her. When he lost trust in her, she lost a trust in him and we can clearly see it at the end of the movie/book. They might have loved each other but there was something above it. Maybe fate, maybe differences. But as Tom said, I think they were actually in love in a way. Until he lost faith in her. That's the moment when love didn't matter anymore. Lucy Gray herself said that trust is more important for her than love. She might have loved him but without trust she decided to run away. Maybe even not because she stopped trusting him - but because he stopped trusting her. It became dangerous
