The song does make sense. Rainman is a movie about an autistic savant that has one talent and he is the best at it, like inhumanely so. Eminem is Rainman because he has one talent, rapping, and he is inhumanely good at it. Eminem starts talking about censorship controversies which he used to be involved with, don't forget it was conservatives who were hyper pc about sex back in the day (still are) they just weirdly have started hating the label pc which they created. So that part makes sense in historical context. Then he bashes Christopher Reeves who was Superman but who got paralyzed, it is a recurring theme in Eminem's raps. He is such a villain with rhymes that he can destroy Superman, "kryptonite the green chronic" kryptonite is green and Superman's weakness the green chronic is weed and the title of Dre's most famous album. So Eminem is saying he is powerful enough to take out Superman because he has Dre's beats backing him. Hence he is acknowledging that he can rely on flow and doesn't have to have tight concepts to make a tight song. The second verse he goes after the PC people by adopting a preacher's voice and pointing contradictions in Christian doctrine like homosexual sex is bad but a threesome would be better because it would at least be heterosexual and therefore just adultery. The logic around taboos of offense is muddled and he muddles through it concluding hilariously that if he imagined a male butt as a female butt when he stuck his dick in it then it wouldn't be gay. Basically he is making fun of people who worry so much about labels like gay. The last verse is him roasting himself, he got famous roasting celebrities in his raps so he does that while mocking himself for it being pointless. The tuna comments were because Jessica Simpson had asked if chicken of the sea was actually chicken and Neverland ranch was because Michael Jackson was in the news for child molestation. So eminem was pointing out his fame was a schtick: find popular celebrity that did something stupid or offensive then make fun of it. He is roasting the sillier songs like my name is that courted controversy just to make his name blow up. He suggests he should go after Spiderman which is basically the same thing as his Superman schtick. So yes he was on drugs and no the song doesn't have a tight message but all of it makes sense and fits together in context. He was an artist on top of the world, trying to follow up Eminem Show...and what was he going to do artistically? Just keep roasting celebrities? How could he top himself? I think he answers that question with this song which is he doesn't need to top himself, he has dre and he has his flow, he can make a dope track just off those anytime the question is what should he rap about? Rainman in the movie is used by his brother to cheat at cards, to make money. The industry used Eminem's flow to make money off roasting pop stars. Rainman ends up hurt and Eminem ended up a drug addict. The song is like very prophetic.

Rainman is suppose to be a demon that offers fame, money and pleasures in exchange that you do his will. When Eminem says "My name was not to become what I became with this level of fame" (And the obvious "possession" he mentions after that) could mean that he had to renounce what he was in order to reach that level of fame and power. Many artists have made huge deals for what they are now, no an unknown person or group of persons that wants to control the art itself and what its showing to the people.
