One possible explanation for the lack of bullets is that there was a war fought in that area which the IPF probably took part in. Ruth mentioned the war in 3x03 when she and Layton were discussing his idea about going to the Horn of Africa. She said that the approach was maybe the worst stretch of track in the network and that there had been a war there when the climate crashed which Layton remembered.

I don't buy that some of them are so lightly bundled up in -6 degree temperatures. I know they shot this during the summer and it made news that some of the actors were suffering from heat related illnesses due to shooting outside and having to wear heavy coats. However, it translates to the show itself when you see people walking around with no gloves and not looking cold at all, heh.

this whole season has been rushed and has sucked. Yes its the final season but you could have done so much better with 10 episodes.
