Higher education is expensive because the government is so involved in it with grants and loans. This distorts the market because institutions know the government has deep pockets. Same with health care. Same with mortgage lending, housing prices. Everything the government is involved in the price explodes and there's no cost consciousness because the market is being distorted by the big fat player lumbering clumsily.
