You could always do this with the chop tool. Draw in one note in the piano roll, hit Alt+U and it would bring up the chop menu. Decrease the time multiplier to chop it up into smaller pieces, all velocities can be changed. Holy shit lol. It's right there in the piano roll tools menu.
