Best Practice can't be implemented without a functioning specific process. The Scientific Process is very specific and effective. This process can be used to tackle the law, incongruity in the government / corporate systems and to tackle the informality, fraud and injustice in the system's. There is no reason not to clarify all the factors as part of the "grand plan."

WHO, HOW, WHAT, WHY, WHEN AND WHERE.

The systems planning begins with the people as they design for themselves. It is not appropriate for something else to design "your plan for you, " extrapolate from there.  L.
