She has mixed the role of the business analyst and project manager. Business analyst don't have control over resources.. Also most of the time ba report to pms.
Also Reporting skills is not related to ba but comes in handy sometimes depending on if the projecting has reporting framework being developed for the client but not otherwise it's nevertheless a good to have skill. .programming is not necessary but yes sql helps at least basic..

How do I know? I been both a business analyst and project manager that's why

A small comment: some of the tasks mentioned here like design and functionality of the application, finding solutions to a (design) problem, coordinating with the stakeholders, conducting user research and prototype tests are more a UX Designer's task. Unless, the business analyst is also informed about UX design skills.

I would be happy to know about any education module that encompasses both BA and UXD skills.

From mho, this explanation mixes a lot from Project Manager (PM) responsibilities and some from the Data Analyst. Those responsibilities could be covered by the BA but they shouldn't be part of the role description.
