For those interested and/or familiar with the no-ball rule in cricket, it to had to be changed back in 1963 because of a similar exploitation by bowlers. The old rule was based on where the back foot landed and much like this pitcher, bowlers would land behind the line (bowling crease) and slide to gain an advantage. Therefore, they changed the law based on where the front foot landed in relation to the popping crease.

He's actually correcting a mechanical flaw with that movement. His tendency is to over-rotate if you watch his debut. Over or early rotation compromises your lower-half power production and puts too much strain on your elbow. That little side step keeps him from over/early rotation so he's able to drive his lower body better through the hip-to-shoulder separation he's now getting.
