No, the ground plug is not for excessive electricity though it does have a secondary function to remove leakage. Its main function is safety in case the equipment fails. Modern plugs that do not have ground are used on double insulated devices where the case cannot get energized. Some of them use large amount of power live vacuum cleaners, hair dryers and space heaters. They use a different plug. The flat Europlug is limited to 2.5 A as it is designed to fit different sockets with different pin diameters. Specifically Italy and Switzerland use still 4 mm prongs when others have switched to 4.8 mm.

The amount of power a device uses is not related to the risk it causes. 0.1 A or 23 W can kill you. A tenth of that hurts like hell.

The plug at 0:29 is dangerous and it can damage the socket by bending the ground contacts. Never use cords that have such weird plugs or such anything fits sockets like on the background. Note the traditional Schuko used in most European countries does not have the hole as it is used only in a few countries. That is not a problem when used in countries that use Schuko sockets.

You've got that wrong. Two-pin europlugs are for electrical items that have double-insulated bodywork so therefore don't need to have a ground protection, and are flexible so they will fit into Russian and Danish sockets.
