former ron player (quit because of shitty balancing), a tip for small nations is to not only max most economic laws because they are free if you sell consumers, but also sell fertilizers for maximum profit, and most importantly increase anti corruption law so that you can get the support the political elite policy for a huge political power bonus. If your low on manpower you can get extensive conscription since your making so much money anyways its so much manpower now as a small nation. Micro power!
