I have a mater plan to get Dragon scales I got 50 by this method .
1st take quest of Dragon warrior then grind for 2 times then change server then repeat it it will increase the chance by 20 %
Use an enchanted sword with 10 percent drop rate it it will be more effective

I recommend getting fish tail and magma ore at first sea because even if you dont have buddha well its easy to kill they're like 1-5 m1 and dont even hurt much. Magma ore at magma village at fish tail at fishman island

Just figure out how to afk magma ore from magma village just get micro or anything that records ur movement and constantly attack with ur fruit
