I believe that it was easily the best move he could have possibly made. Not only did having a kind Moff in charge of his home planet present a good face to literally any visitors, but it would also ensure Vader didn't have reason to complain and hate this one just like all the others because it was someone from his past that he likely respected. Basically alleviate tensions across the board.

Good video but it in no way explains why Palatine was unaware of who Leia was. It could just as easily be said that Sheev didn't know because Obi-Wan didn't knock on his door, invite himself in for a tall glass of blue milk and spell out Leia's lineage in writing.

I don't think Palpatine really cared or trusted Panaka, he just took advantage of the guy's desire to turn the planet into military power so he could take advantage of it.
